Other players can use the obelisk, but, like the regular obelisks, they cannot select the teleport destination unless they have completed the hard Wilderness Diary. In addition, the obelisk activates individually for each player, so a player who can select destinations cannot use this obelisk to teleport alongside a player who cannot to a specific location.
