The Horse Saddle was an item that appeared in snapshot 13w16a, the testing phase leading up to 1.6 - The Horse Update. At that time, regular saddles could only be used on Pigs, and a Horse Saddle was required for Horses, Donkeys and Mules. The horse saddle was later removed in 13w18a, and normal saddles could be used for both pigs and horses.
