Donnie Shuman was a Swallow citizen and politician. He served as President of Swallow, crafting a tariff policy guaranteed to close any companies other than his sponsor, the Tallulah Corporation, out of the system's economy. He eventually got too greedy and tried to insist on a bigger percentage for himself, causing him to suffer a fatal "accident" and his wife, Rosa, to inherit the presidency. (HH14)
