This is a new means for all clan members to call for a removal vote of someone in their clan, regardless of their rank, regardless of the clan and regardless of which side they play on (human, darkie or seanchan). This rule should help clans in a number of areas, as it gives all clanmembers a means to rid their clan of people who do not follow the rules, yet believe they are above them. To explain the very last part: making the default vote "yes" for anyone who is not active or does not participate, actually make the votes of active people count a bit more: a good thing.
