In Episode One, Anakin is supposedly nine years old. Episode Two takes place a little more than ten years after Episode One, when Anakin's birthday is only a few days away (according to the novelization). So he is indeed nineteen in Attack of the Clones If you look at the dates for the events, such as his birth and the beginning of the clone wars, you can do the math, and it does add up to 19.
