The Douzokukai Tasogare or Council of Twilight was made up of Falcon Clan members who had survived to ancient years. Most Falcon died before their age catch up with them. The Douzokukai Tasogare kept what they said behind closed doors and rarely recorded or discussed their discoveries. The Falcon had created the Council to deal with the evil spirits that haunted their valley; over the years, it had become a guiding force for the Minor Clan, and then for the Crab family. They were the only allowed to read the sacred text that detailed the attacks of the Shuten Doji that massacred the Falcon.
