Harco is the Domus Magna of House Mercere, located in Piedmont, in the Roman Tribunal. The Covenant itself is located in a town, also called Harco; as House Mercere manages much of the internal trade within the Order of Hermes, it is a center of Hermetic commerce, but not an especially noteworthy home of magical activity.
