Via Karzan was a location on the planet Romulus. After Spock's meeting with newly appointed Praetor Gell Kamemor, he walked down Via Karzan to the home of fellow Reunification Movement member D'Tan. (ST - Typhon Pact novel: Rough Beasts of Empire) Presumably, it was named after Praetor Karzan.
