Dumping Permit is a consumable for the Monorail 2015 Event that doubled rewards for dumping garbage in player neighbors' Springfields. It's available for 90 Donuts and could be used during all three acts of the event. If purchases when act 2 is started, it cost 60 donuts, and only 30 if the act 3 is lauched.
