This jutsu can only be done with blaze release and Senjutsu. The reason being is because Amaterasu fire cannot be safely controlled in such a way without senjutsu and this technique consumes dangerously high amounts of chakra if used without Senjutsu, so much in fact that if someone were to perform this without using sage mode they'd most likely die. Even with a tailed beast one still needs Senjutsu.
