The Colonial Terrraforming Organization, often abbreviated as the CTO, was an organization that was originally formed in an attempt restore salvageable colonies such as Reach, Harvest, and Arcadia from the Covenant devastation through extensive terraforming procedures. The program would remain active until the fall of the UNSC, though it eventually more of a maintenance role by the early twenty-seventh century.
