The Idiran-Culture War Conduct Agreement was a treaty between the Idiran Empire and the Culture ratified in 1327 CE, the year the war officially began. The agreement was amended in 1333 CE to prohibit the destruction of populated, non-military habitats. This followed surprise attacks on many war-irrelevant Culture Orbitals, some suffering billions of deaths.
