Presidential Order 0189/L was a Presidential Order put in place by Cal Omas following the Second Corellian Insurrection. It dictated that the New Jedi Order was restricted to the rulings of the Chief-of-State. Although the Chief-of-State, and the Jedi knew this ruling had no legal basis, it was not common knowledge to the galaxy's populous and so the Jedi were effectively black-mailed into obeying.
