Jordan Costley was a male human Starfleet officer in the 23rd century. Tall and slim, Costley enjoyed sparring as a form of physical exercise. In 2269, Commander Costley was the first officer of the USS Courageous, a Miranda-class starship undertaking a scientific research mission. He attempted to bring the ship's new second officer, Lieutenant Hikaru Sulu, out of his shell and get him to socialise with the rest of the crew.
