Joe Dalva is a special agent from the Federal Organized Crime Task Force, sent to Miami to pick up mob boss Sergio Clemente, who has influence up and down the East Coast. Clemente decided to turn state's evidence in exchange for immunity, potentially bringing down multiple organized crime operations--but only if he can see his sister, Maria Rojas, whose husband worked for him, was killed, and Maria testified against her brother, sending her into the Witness Protection Program. Dalva, insistent on getting Clemente at any cost, pulls strings to force Martin "Marty" Castillo to reveal and release Maria, who does not want to see her brother because she feels he will kill her, but Dalva forces the issue, they meet, Clemente is killed by Maria because "I had no choice, he was going to kill me!"
