Edicts are laws and proclamations that affect events in Tropico 4 by giving benefits, often in exchange for negative effects. In Tropico 4, unlike previous games, not all edicts are available at the start of the presidente's reign. To start with, only a few edicts can be used while the majority of the edicts require the island to have appointed the appropriate minister.
