The Rat King first appears as a boss exclusive to the Super NES version of Teenage Mutant Ninja Turtles: Turtles in Time where he rode the Footski, which was armed to the teeth with missiles and spiked buoys. An icon conveniently points out to the player the Footski's weak point.
