Like the other four Sigma upgrades, this enhancement is only available if you've gone through the Sigma mission string. It is most useful for smaller craft where the extra 10 tons of mass (from purchasing this twice) will make a big difference in the amount of equipment a ship can carry. However, if you have the money there's no reason not to apply it to a heavier vessel. Free mass is free mass, after all.
