Reagan Athena was the Empress of Decarte during the time of the Great Sovereign Crusades, though she and her planet did not participate in the war. After the war ended, she was debriefed by Ussej Padric Bac III of the Bendu Order regarding what the Bendu Order did during the conflict. She later participated in a conference of all planets of the Ashlan Expanse where Ussej spoke to them all regarding the conflict. Although others were hesitant, Reagan was open to continuing a trusting relationship with the Bendu Order and Kal'Shabbol.
