The Newport Docks are the abandoned ship- and construction yard of Newport. Many of the ships there are now rusting, and shuttles may have replaced them as cargo transport. The Docks are home to Burns Flipper, who lives in an old garage hooked up with state-of-the-art technology, probably tapping into the existing lines for power.
