The Extra Over Technology Investigative Committee was formed to research the technology found inside Meteor 3 and use it to build and research machines and parts that could be used to defend the Earth. However the EOTI was watched strictly by the EOT Council who had been secretly negotiating with the Zuvorg Alliance prior to the arrival of Meteor 3. After its impact the EOT Council planned to hand the Earth over to the Zuvorg Alliance in exchange for protection from the Ze-Balmar Empire. As a result they severly impeded the rate of the EOTI's research as well as Mao Industries development and production of Personal Troopers so they could not resist when the Zuvorg Alliance took over the planet.
