Under the Constitution of the Soviet Union, The President is the Head of State of the Soviet Union. His/ her responsibilities will be to the people, council, state, foreign affairs, and threats both domestic and foreign. The President shall be charge with the responsibility of guiding the Soviet Union in all situations. The President does not hold the right to vote on any Soviet Council vote however, the President may vote in the result of a tie. The President has right to veto any decision made by the Soviet Council unless all council members have voted to support a motion.
