Bicea was a planet along the Federation-Klingon Neutral Zone. A disputed world, it was given by the Organian Peace Treaty arbitration to the United Federation of Planets, but the Klingon Empire never accepted the judgment and continued the claim. Despite the dispute, it was one of the main Federation port colonies on the border with over 200,000 colonists.
