William Pepin is the State's Attorney/ADA/Prosecutor for the Metro-Dade area. He is working closely with the Metro-Dade Gang Unit, but seems to bow to public pressure for actions. In the Archie Ellis case, he agreed to give Ellis a free walk so he could pursue his dreams of a college scholarship as long as he worked with the Metro-Dade Vice cops, which he did (and saved James "Sonny" Crockett and Ricardo "Rico" Tubbs in the process) and tried to get Ellis' immediate source Luther Johns tried as an adult and begged Crockett and Tubbs to testify at Luther's hearing, but they were called to a meeting with Ramirez about Luther's supplier, Curtis "Count" Walker, and due to the deaths of Ramirez and his Apostles (as well as two deaths in Luther's apartment from ODs) Pepin decided he wanted Walke
