Surgical Chancellor was a title and medical position of the Kyrian and Vaskan peoples from the Delta Quadrant. This position was held by the backup version of USS Voyager's EMH, The Doctor, which had been stolen by Kyrian troops in 2374. The Doctor's program was reactivated seven hundred years after these events, allowing him to correct the official record about the attack on Voyager as well as hold this medical position.
