Warning! Answer contains spoilers. The Mirror of Twilight is located in the Mirror Chamber, which is at the top of Arbiter's Grounds, which is in Desert Province. Except when you get there, it's broken. The other shards are located in the Sacred Grove (Faron Province), Snowpeak Ruins (Peak Province), and in the City in the Sky.
