The Packbus was a Human transportation service aimed at Earth's illegal immigrants. In order to appear legitimate, they made sure the driver and a few of the passengers are legal citizens who allow the CAA to monitor them electronically via the Surveillance Grid. It is known to operate in the United Republic of North America. Whether or not they exist elsewhere is unknown.
