Errard is a mage in Saradush, responsible for managing the city's defences. You will need to speak with him in order to complete the Good path of the Betrayal at the Gates quest. If you opt to take the Evil path, then you either must kill Errard yourself or allow Kiser to do it while you kill the Countess.
