After various human not-empires had stalemated his conventional military forces all over Europe and North America, and after the United States, the Soviet Union and the Greater German Reich had developed explosive-metal bombs that rendered them effectively colonization-proof, Atvar realized that only two options remained to the Conquest Fleet: either atomic war which would leave much of the planet uninhabitable for the incoming Colonization Fleet or a negotiated ceasefire.
