Rather than being able to create and manipulate water like hydrokinetics, Tracy can create water and can manipulate water on a molecular level. She can do this in order to create spheres or columns of water to trap her victims and send out blasts. The manipulation is more precise and advanced than with hydrokinesis, but however the ability does not allow Tracy to mimic the form of water, and doesn't have the reflexive defensive use.
