He earned his bachelor's, master's, and doctoral degrees from the State University of New York at Buffalo (SUNY-Buffalo) and earned a law degree from George Washington University. He is a Fellow of the American College of Epidemiology, and has served on the medical faculties of the University of Arkansas and SUNY-Buffalo, and as an adjunct faculty member of George Washington University's School of Medicine and Health Sciences.
