Born in Bradford, Yorkshire, he moved to London, and founded Barber's Department Store in North End Road, Fulham in 1891. He became a member of Fulham Borough Council and served as Mayor of Fulham in 1928-29. During his year of office he presented a mayoral badge and chain of office to the council. He died at his home at Putney Heath in 1952, aged 83.
