The channel is still there, and people still use it (whether through a real IRC client or a Java applet embedded in a webpage). Join ##fallout and you'll typically find 35 users in the room. IRC is a familiar system, and people will likely have their IRC client connected to as many channels (on different servers) as their web browser has tabs open.
