Mayor Penguin is the mayor of the frigid Shiver City. He is known to enjoy to enjoy reading the books written by his good friend Herringway. His wife believed him to be dead at one point in Paper Mario, claiming Mario had "murdered" him. In reality, Mayor Penguin had been knocked out when he was attempting to reach for a gift to give Herringway.
