Eustass has a higher bounty because according to Shakky, he attacks civilians. The highest bounties ever seen are held by two Shichibukai, Gecko Moria and Donquixote DoFlamingo, who used to have bounties of 320,000,000 and 340,000,000 Beli respectively.
