Kagi is a word for hook. Nawa means rope. A kaginawa is a grappling hook affixed to a rope used by ninjas to aid in infiltrating a building or area with high walls. In this sense that it's used in the game to cast a "slow" spell, the logic behind their choice probably is that the rope is thrown around the enemy to bind its arms.
