This ability is called "Force Ghost" (as far as i know.. i'm no Jedi). It's an ability given to Elder Jedi when the NGE (New Game Enhancement) came out and the Jedi profession wasn't rare anymore. So I don't think it's obtainable anymore. The same with the Elder Jedi Robes.
