In 2366, the Romulans deceived the Federation into believing they had established a secret base on Nelvana III, and successfully lured the USS Enterprise-D there to respond. (TNG: "The Defector" ) According to Star Trek: Star Charts (p. 66) and Stellar Cartography: The Starfleet Reference Library ("Federation Historical Highlights, 2161-2385"), the Nelvana system was located in the Beta Quadrant.
