The building was built in 1890 as a place for the youth of Novosevensk to be educated. It continued in this role until the 1950s, when the Great Famine caused mass emigration and it had to be closed. In the 1980s, it was reopened as a place for the people of Novosevensk to learn more about Russian literature, language and culture. During all the time it was referred to simply as 'the Russian School.' In 2012, there was a request that an elementary school be opened in Novosevensk, so that young children no longer had to travel to Kinley to learn. This was granted, on condition that a new, less vague, name was chosen, and the school was opened by local governor Semyon Breyev on the 8th of August.
