Stand-Off Between the NCIS Team and Seth Shakir is an incident that occurred in October 2003 and which saw the three members of the main NCIS Major Case Response Team, NCIS Special Agents Leroy Jethro Gibbs, Anthony DiNozzo and Kate Todd stop terrorist Seth Shakir from carrying out an attack that if successful would have taken out the power grid of the entire D.C./Virginia community.
