Call the bank that issued the card you want to transfer the balance to and they will do it electronically. However, don't do it unless the transferee bank is giving you a deal such as, no cash advance fee and an interest rate less than the rate of the card account you are transferring from. If the rate is less, ask how long this "promotional rate" continues and how much you will be paying after it expires. A transfer is considered a "cash advance" that bears a greater interest rate than a regular purchase. You can really get screwed if you don't know exactly what you are doing.
