Shantay is a NPC that can be found at Shantay Pass. He runs the Shantay Pass Shop that sells supplies for travel into the Kharidian desert. He occasionally drops a Scrumpled piece of paper while talking to the player. He will put players who identify themselves as "outlaws" into jail and refusing to pay the 5 GP will make the Shantay Pass Guards to transport the player into Port Sarim Jail.
