Doctor Creep was a mad scientist that had worked for Prime Evil, but double crossed him and joined Big Evil. He invented the Spectre Sceptre for Prime Evil, but presented it to Big Evil instead. This made all of Prime Evil's ghosts except Haunter switch sides. Later Creep lured Prime Evil into a trap by presenting him with a fake Spectre Sceptre.
