Getting community input for certain things is sometimes strongly suggested, but said input may not always be forthcoming. Since it is impractical to wait forever, after a reasonable period of time you should be bold , as it was up to those who disagreed to say so. The longer a highly visible statement of intent is unchallenged, the stronger the implication of consensus can be said to be.
