Belwan Ligin was a male Bajoran and a Minister in the Chamber of Ministers. Belwan was known to be conservative, but had a reasonable judgment about the Cardassians, despite the fact that most of his family had died during the Occupation of Bajor. In 2376, Belwan appeared as a political commentator on a newscast, where he discussed the stalled peace talks between Asarem Wadeen and Natima Lang.
