Matsu Seiki was the Guard Commander of Toshi no Naishou, and he was under the command of Miya Ansho, the new governor of Naishou province. The Main Barracks, which housed his soldiers when they were not on duty, became a point of political contention when Ansho allowed small numbers of bushi from any clan delegations to use the Barracks as well.
