Philip Herthum was an Admiral in Starfleet in the 2380s. Herthum was based at Starbase 39-Sierra. In early 2382, Admiral Herthum debriefed Benjamin Sisko on the USS Robinson's extended patrol of the Sierra sector. (ST - Typhon Pact novel: Rough Beasts of Empire) Later in 2382, Captain Sisko met with Herthum again after the Robinson attempted to locate the Romulan starship that was involved the theft of the quantum slipstream technology from the Utopia Planitia Fleet Yards.
