This technique allows Tenmei, or any inheritor of this technique, to be able to manipulate the flow of time around them in any form or fashion they wish. This can be used to halt the flow of time around the user, halt an object in time, speed up the rate at which they are moving, or even speed up a person's aging process. The capabilities of this technique are only limited by the user's imagination, their chakra pool, and their line of sight. Though "sight" can be changed to mean anything the user has prior knowledge of or can sense.
