Lovia also has five states (Clymene, Kings, Oceana, Seven, and Sylvania), who elect Governors and Deputy Governors to preside over the affairs of the state. The nation is very unitary, with most power centralized at the capital, so states have very little political power, instead, they mostly deal with improving their own infrastructure, transportation, and energy, among other things, following the laws set out by Congress. Governors and Deputy Governors can also have their decisions overridden by Congress. Recently, the concept of State Councils has been reinstated after effectively ceasing to exist after the centralization of Lovia in 2003. States may create their own State Law on matters not prohibited to them by the Constitution or the Congress.
