Mandroxan was a criminal alliance formed by the Anavill Smuggler's Guild, the Droxian Traders League, and Manliss Enterprise. Artur Manliss, head of Manliss Enterprise, operated as the cartel's de facto leader in its illegal production and transportation of spice. With a number of carefully places bribes and an impressive security force, Mandroxan smugglers operated with impunity, eventually controlling the spice trade in twenty-three systems in the Portmoak sector. Mandroxan Exports was a subsidiary company of the Cartel, producing weapons for them.
